Abstract
  En el presente estudio se sostiene que el potencial de una política industrial en Mesoamérica es amplio en lo  que se refiere a medidas públicas "suaves" pero más estrecho para medidas "fuertes". Si se considera la experiencia de varios países exitosos y la de Mesoamérica, se proponen lineamientos para una nueva política de industrialización en la región capaz de rescatar la intervención gubernamental "fuerte", aplicar más activamente la intervención "suave", impulsar actividades nuevas y diseñar una nueva arquitectura/ingeniería institucional que facilite y fortalezca una alianza público-privada, así como la transparencia y la efectividad. Al hacer un ejercicio de exploración resulta que con una nueva política industrial o de desarrollo productivo, cada país mesoamericano se vería beneficiado. Entre ellos, los que aparentemente la necesitan con mayor urgencia son Belice, El Salvador, México y Nicaragua, con el fin de detener o revertir su creciente rezago, sobre todo frente a los países asiáticos exitosos.   ABSTRACT This paper argues that the potential of an industrial policy in Meso America is wide for "soft" public measures and narrower for "hard" measures. Considering the experience of several successful countries and Meso America, guidelines for a new policy of industrialization in the region are set out to rescue the "hard" governmental intervention, to apply more actively the "soft" intervention, to foster new activities and to design a new "institutional architecture / engineering" that facilitates and fortifies a public-private alliance, transparency and effectiveness. When doing an exploration exercise, we found that all the countries of the Mesoamerican region would win with a new industrial policy and those that apparently need it with greater urgency are Belize, El Salvador, Mexico and Nicaragua, so as to stop or to reduce the growing gap they are experiencing regarding successful Asian countries.
